ci: Update to latest lcitool

Several platforms have had new releases, and CI is now breaking where
we have not caught up to old ones going obsolete.

Update the manifest as follows:
- FreeBSD 12 swapped to 14
- MacOS 12 swapped to 14

Regenerate the CI build scripts with:

      ../libvirt-ci/bin/lcitool manifest ci/manifest.yml

using libvirt-ci @9b320d6733
