RBR: Add tag for Pacenotes read without speed based rush offset (in-place)
Hello. I have discovered this amazing piece of software a few days ago, while making my own scripts, to accomodate my own co-driver recordings, for Bee's Pacenote Plugin for RBR. I find the reading point calculations much better than the Plugin, the Rushed calls feature a surprisingly needed feature & ability to use HQ audio a much needed boost in listening pleasure. Hence my decision to contribute.
There are some notes, that would be much more useful, when read exactly at the distance they are placed. This includes events like "BRAKE!" or "CAUTION!" or Distance Calls placed in the middle of a straight (e.g. corner+1km->empty+500m->empty+250m). There are a few more options.

Solution I would like to pursue in free time: I have not studied the 3000+ lines of CoDriver code in it's entirety yet. But, I believe there is some sounds queue, to not cut-off close notes. I would like to add a "InPlace" or "NoDistanceOffset" flag to selectable notes. When the driver reaches this note, if there is some sound already playing, queue it as the next one. If two sounds are queued, would be nice to have the "InPlace" note still queued as the next one, but if implementation will be difficult, it might always bo the the end aswell.
