[#686] Save metadata in typed instructions

Description

This MR adds a new Meta typed meta-instruction for saving arbitrary user metadata. One motivation for this is for Morley debugger, where we need to save Michelson instructions with their index in DFS traversal order, for the purposes of source mapping for LIGO.
