[Chore] Bump haskell.nix to fix hackage.nix pin being ignored

Description

Problem: haskell.nix had a bug making overrides for hackage.nix and stackage.nix pins ignored, it was fixed in a newer revision: https://github.com/input-output-hk/haskell.nix/issues/1192

Solution: bump haskell.nix to apply the fix. Hackage.nix and stackage.nix are updated as well.
