[#424] Implement QuasiQuoter for Tezos.Address

Description

Problem: Tezos addresses known at compile-time can at the moment only be constructed at runtime using unsafeParseAddress.

Solution: implemented a Template Haskell QuasiQuoter for simplified validation of hardcoded addresses.
