[TM-283] Add `CHAIN_ID`

Description

Add CHAIN_ID instruction and chain_id type.

Currently, it's not possible to manage chain_id from morley executable, because it is part of database. Is it fine to assume that the user can set chain_id manually in json file, or I need to add a command to the executable which would perform this action?
