[#413] Debugger publishing

Description

Problem: We want to publish our debugger plugin on the VSCode marketplace. However, we don't want to do it manually on each release.

Solution: Add job that publishes the debugger plugin to the marketplace. This jobs should be triggered manually and can be run only on production branch.
