[#445] Build cross-platform debugger plugin

Description

Problem: Currently, our plugin only works on Linux, because we provide only adapter binary for Linux. However, we'd like to have a plugin that will work on multiple OSes (Linux and macOS for now).

Solution: Build morley-debug-adapter for MacOS. Wrap Linux and macOS binaries with a script that calls required binary depending on the current system.
