Remove morley-ledgers

Description

In order to achieve better modularity we are splitting this repo into smaller repos. We've decided to start with morley-ledgers and morley-ledgers-test that have been moved here: https://gitlab.com/morley-framework/morley-ledgers/. In this MR we remove them from this repo.
