[#212] Support semicolons after block comments

Description

Problem: Our contract parser rejects contracts where a block comment is followed by a semicolon, even though the tezos-client's parser accepts them.

Examples:

/* block comment */;
/* block comment */  ;

Solution: Change the block comment parser to accept an optional semicolon.
