[#207] Add `whenNone` to Lorentz

Moremi Vannak requested to merge rinn7e/#207-add-when-none-lorentz into master

Description

Problem: Oddly Lorentz has a macro for whenSome that does nop on the none branch of an ifSome, but does not have a macro to do the opposite.

Solution: Add whenNone to Lorentz.Macro.
