WIP: [#155] Manual parameter annotations

Description

Problem: We want to be able to provide manual annotations for parameter type and use it these manual annotations as source information for entrypoint calling.

Solution: Add type families for extracting information about annotations from type-level Annotated.

Currently, lacks tests, but has PoC example with manual parameter annotations for Generic Multisig contract.

The current implementation is a bit broken, hopefully it will be fixed one day.
