Export ManagedLedger StorageSkeleton

Description

Problem: In one of our projects we want to reuse parts of the Lorentz ManagedLedger implementation. For this we need to have the same storage structure ManagedLedger has.

Solution: Export StorageSkeleton and mkStorageSkeleton.
