Provide instructions on running externally visible localnet

Description

Problem: sometimes one may want to run local chain that will be externally usable, but currently it is not clear how to do that.

Solution:

1. Add MORLEY_LOCALNET variable that can be used to bind local tezos-node to a custom network address.
2. Write about it in local-chain's README.
