[#899] Implement ConstrainedAddress parser

Description

• Added a parser for arbitrary ConstrainedAddress + a corresponding FromJSON instance
• Refactored parseAddress based on it
  • no longer runs 3 different parsers in sequence
  • better and less complicated error reporting
