[#846] Support implicit delegation in interpreter

Description

• Rework delegates support in interpreter to track implicit account delegates similar to how network does it
• Allow getting delegates for implicit accounts
• Support setting contract's delegate during origination
• Support explicitly setting delegates on implicit accounts
