[#891] Use lazier origination in reference tests

Description

Problem: We unconditionally originate dummy contracts in reference tests currently. This is inefficient when running only those reference tests that do not need dummy contracts.

Solution: Use io-memoize to essentially defer origination to a later point. Then do all originations the first time any one is required.
