[Chore] Fixups for doctests

Description

Changes to fixup a few things:

1. updated the stack LTS everywhere to be the same
2. updated cleveland examples to use the latest releases
3. added (and fixed) cleveland doctests to CI
4. removed outdated/impossible defaults from Makefile
