[Chore] Hotfix morley-test network test steps in CI

Description

Problem: CI steps that run network tests within 'morley-test' suite don't use optional password for the moneybag key. As a result, scheduled jakartanet test run fails.

Solution: Use optional moneybag password in these jobs.
