[Chore] Use common CI parts from morley-infra

Description

Problem: We have a lot of repositories with similar CI setup with a large amount of code duplication.

Solution: In order to reduce the amount of code duplication, common parts were moved to a dedicated https://gitlab.com/morley-framework/morley-infra/ repo. Use common parts from this infra repo.
