[#782] Fix conflicting Danger CI steps

Description

Problem: We currently have conflicting danger-hlint and danger-instant-checks CI steps: they keep erasing each other's MR messages.

Solution: Specify a unique hlint identifier (--danger_id) for danger-hlint CI step.
