Ensure configuration dir exists

Johannes Grassler requested to merge jgrassler/ansible-monasca-notification:ensure-confdir-exists into master

The monasca-notification package created by rpm-packaging have switched to the new configuration location,

/etc/monasca/notification.conf

and thus stopped creating

/etc/monasca-notification/

This commit adds creation of the directory if it does not exist as a stopgap measure until this module has been converted to the new configuration file location and the format change to .ini that comes with it.
