wayland: Drop unused input-inhibitor protocol

Guido Günther requested to merge agx1/phog:drop-input-inhibit into main

Otherwise phog will fail to start with upcoming phoc 0.44.0.

I hope we get phrog into place til then but it might sense to fix it anyway.

It's unused and wlroots 0.18.x dropped support for it.
