tracker-miner-fs/tracker-extract should not launch/automatically shut down on battery
Describe your issue
A phone has two common usage patterns: 1. it usually isn't turned off while charging (unlike maybe laptops) so will run on the charger for a while, 2. keeping cpu usage down is more crucial for battery life than on other devices expected to run for shorter like laptops.
Given these usage expectations and #178 (closed) I think there really needs to be some mechanism such that the GNOME tracker indexing just immediately shuts down on battery power and stays off until the device is plugged in again.

tracker-miner-fs/tracker-extract won't run when on battery
Observed Behavior
tracker-miner-fs/tracker-extract happily continue running and killing battery life when on battery, and if stopped may even launch anew

How reproducible is the bug?
100% if you have the tracker indexer installed and wait long enough while on battery power
Steps to reproduce the bug
- install nautilus which installs tracker indexer
- go on battery power
- regularly check
top

until you spot tracker running while on battery power, it will happen
