feat: add option to control display of lang links

This is almost a replica of !10 except:

• site_url configuration is removed.
• commit messages do follow https://www.conventionalcommits.org

It seems that the author of !10 has been inactive for a long time, so I create this merge request to speed up merge of this feature.
