Summary of Changes
Default to true if permissions are not loaded
I was unable to reproduce it, I think that it can happen if the server is not sending the permissions in some config responses, or it may happen if the first time a user logs in, there is no connectivity (Because the app cache the config so if it was loaded at least once, it should work)
