Summary of Changes

Fixes #4699 (closed) by autohiding the see latest button when user scrolls down after 5 seconds

Testing Considerations

• make sure the see latest button is showing
• the button should always be visible for the first 5 seconds
• after the 5 seconds it should be hidden when the user is scrolling down
• and it should be visible when the user is scrolling up

Upcoming

• see latest on supermind console should behave the same

• newsfeed see latest visibility and functionality
• supermind console see latest visibility and functionality
