Summary of Changes
Adds support for boost v3 notifications and push notifications.
Testing Considerations
- make sure mob-4638-boost-v3 feature is active
- target the api to https://feat-new-boost-console-5864.minds.io/ if the backend isn't merged yet
- make some actions so some notifications are generated
- make sure notifications navigate to the boost console and they look ok
- make sure push notifications navigate to the boost console
