Adds the friendly captcha interceptor (supports only upvotes for now)

Testing Considerations

• make sure minds-3119-captcha-for-engagement experiment is enabled

• try to upvote any post and it should work without issues. To make sure, refresh the app and see if your vote has persisted.

• you can try turning of the experiment to see if there are compatibility issues
