Refactor old bottom sheet and update new ones to v4

• Update bottom-sheet package to v4
• Refactor composer options bottom sheet to use the new package
• Refactor the phone validator components to use the new package
• Create a floating input component
• Reimplement the tags manager to use the new package and design
• Refactor comments bottom sheet
• Refactor interactions bottom sheet
• Fix backdrop issue and remove old custom backdrop
• Remove dependencies of the wallet of deprecated BottomOptionPopup
