Summary of Changes

Add feed notice for when Supermind offers are pending.

Testing Considerations

• Feed notice should show when offers are pending, not show when they are not.
• Pending filter in Supermind console should now be reverse-chronological

Deployment Considerations

Standard deployment - make sure to merge the engine branch.
