Summary of Changes

Making sure that fallback suggestions are used if no user is set in suggestions manager.

Testing Considerations

https://www.minds.com/discovery/suggestions/user should show users when freshly subscribed to the site (1 channel subbed to - minds).

Please be sure to contrast any found issues with other sandboxes as recommendations behavior can be odd at times on sandboxes.

Effects channel suggestions.
