Propagate wire threshold in reminds #2090

Summary
It doesn't seem like wire_thresholds / paywalls were being added into activities when we createActivityFromEntity
Testing

- Remind and quote.
- Check reminds and quotes have plus badge correctly.
Regression Scope
Worse I can foresee is that is that it could potentially overwrite another operation setting the paywall? Was unable to locate such an operation.
