Lower default minimum amount for Supermind offers.

Testing Considerations

Check that you can send $1 Supermind offers. Note if you're using an account that has previously saved a min cash amount, it will have to be manually set to $1.

There is a known issue on mobile where the value for minimum amounts in settings is not being updated correctly from the engine. It should be minor enough that we can release without a fix for this. (Card to fix mobile-native#4644 (closed))
