Testing Considerations

• Test settings changes update at https://feat-supermind-settings-f5755.minds.io/settings/payments/supermind
• Check link (settings cog) works in Supermind Console
• Check menu does not appear when feature is off, and direct navigation to the page sends you to the homepage

Mostly additive, but also renames billing routes to payment - fallback logic here should work though I believe I've redirected all cases.
