(chore): updating incident management practices post discussion #52

This MR includes some updates to the incident management practices section of the documentation following the team's discussion.

A few notable changes include:

  • Priority is renamed to Urgency
  • Tier is renamed to Priority
  • Levels for Urgency, Severity, and Priority were adjusted to be closer to issue labels.
    • Note: These are still not exactly 1 to 1, as some of the labels for Severity include terminology specific to bugs as opposed to incidents. We could potentially adjust the labels to be a bit more generic, although I'm not sure what if any impact this would have more broadly.
