WIP:reduce origination burn cost to 0.065 tz - dallas
Instead of this MR to reduce both storage burn and origination burn : !290 (closed)
if !290 (closed) get merge this one should be closed
Context
The current origination burn is too high, this MR reduces the price from 0.257tz to 0.065 tz
Manually testing the MR
locally :
- by creating a new key then revealing it
- by testing the migration to ensure that after migration the constant has the correct value

- by triggering the manual test

the [DONT MERGE]... commit is only temporary because currently the tulip.tools service is down
