Move back to DinD

Merge Request Checklist

Once your merge request is complete, please assign it a Meltano maintainer for review cycle. Once the review cycle finished, the reviewer shall approve the merge request so it can be merged by any Meltano maintainer.

This MR replaces Kaniko jobs with docker-in-docker to workaround multiple Kaniko issues:

• https://github.com/GoogleContainerTools/kaniko/issues/245
• 6x slower than dind
• Sporadic push errors

We were using dind already for other images and it seems more robust.
