Add Hub API Stats to Hub REST API

@pandemicsyn after talking with @aaronsteers, we're wondering what your thoughts are on the API grabbing stats?

Per #230 (comment 904787341):

This proposal would basically take a similar static files approach to add stats endpoints, which would combine the additional inputs needed from metrics.yml and scraped.yml:
