tf-a: mediatek: add a makefile to include secure boot related
requested to merge mediatek/aiot/team-mtk-aiot-sw-ss2/trusted-firmware-a:howard/tfa-secureboot into mtk-v2.6
- Use the definition 'TRUSTED_BOARD_BOOT' to configure trust-boot by secure-boot.mk, and move the boilerplate code to the common folder.
- Add secure boot support for mt8195 platform.
