mt8195: wdt: add watchdog support
requested to merge mediatek/aiot/team-mtk-aiot-sw-ss2/trusted-firmware-a:ryan/init_watchdog into mtk-v2.6
add watchdog support and initialize watchdog.
We can know the boot reason by reading watchdog registers.
