ANDROID: MTK: mtk_android_defconfig: increase the number of loop devices

Amjad Ouled-Ameur requested to merge aouledameur/linux:aouledameur/RITA-662 into mtk-android11-5.4

The static number of loop devices to be created at init time, should be at least 16 in order to comply with VTS:

  • Vts module: vts_kernel_loopconfig_test
  • Vts test: KernelLoopConfigTest#ValidLoopConfig
