backport charger patches from kernel 5.4
requested to merge mediatek/aiot/team-baylibre/linux:pmoos/backport_hero_k5.4 into mtk-android12-5.10
as recommended by TI in their website, use the bq27xxx_battery.c drivers to add the support for the bq34110. define as well a new layout for the flag register as it is totally different for the bq34110 chip
