net: ethernet: mtk-star-emac: add 100/10M duplex half feature.
requested to merge mediatek/aiot/team-mtk-aiot-sw-ss2/linux:macpaul/i350-star-eth-halfdupplex-k5.10 into mtk-v5.10
Current driver don't support 100/10M duplex half function. This patch to solve this issue when the customers use ethtool tool to modify ethernet to 10/100M duplex half mode.
