Draft: media: mtk-vcodec-mt8167: vdec: set stepwise as continuous
requested to merge mediatek/aiot/team-mtk-aiot-sw-ss2/linux-20211005:mac-k5.4/mdp-upgrade-to-k5.10 into mtk-v5.4
Set H264, H265, VP8, VP9 stepwise to 1 (continuous) to support the video that width/height is not a multiple of 16.
