Use --docdir unmodified

cjmayo/mdds:docdir into master

Allow installer full control of docdir to allow them to add their own versioning. Forcing API_VERSION onto the end can result in filepaths like:

/usr/share/doc/mdds-1.2.2-r1-1.2

If a default is wanted PACKAGE_TARNAME could be (mis)used if it isn't relied on elsewhere.
