Opening MKV file fails when filename or path contains umlaut
I'm on macOS 10.13.6 and encountered an issue with MKVToolNix 37.0.0:
When opening a (freshly created) MKV file with umlauts in its filename and/or path, the operation will fail giving
"The file was not recognized as a supported format (exit code: 2)."

or
"The file you tried to open (/Users/eligs/vidtemp/fluh/Der Herr der Ringe/Die Gefährten/1b Die Gefährten.mkv) is recognized as neither a valid Matroska nor a valid chapter file. Error message from the parser: Could not open '/Users/eligs/vidtemp/fluh/Der Herr der Ringe/Die Gefährten/1b Die Gefährten.mkv' for reading"

When I rename file and path to not contain umlauts (e.g. "/Users/eligs/vidtemp/fluh/Der Herr der Ringe/Die Gefaehrten/1b Die Gefaehrten.mkv"), the file will open.
