Feature request: Date Localization

User on the forum requests the ability to localise the date/supply a preference, as it's quite common in places like Europe to have never come across ISO format much outside of computing so it can cause confusion for users.
I have proposed adding the dayfirst option as someone on the old email list suggested: http://mayan-edms.1003.x6.nabble.com/Mayan-EDMS-2144-Date-parser-confuses-my-user-tt5003058.html#none. But I don't know what else within Mayan this could potentially impact (if anything) and of course it's still hardcoding it.
Having support for localised dates would also come in handy for the eventual Zonal OCR feature as people will want to use that to interpret dates from letters for example and automatically have that set as metadata, something which would be made more challanging if the parsers can't take into account DDMMYYYY or MMDDYYYY.
