Fix /actions FromHeight => FromTimestamp

Phil requested to merge phips28/midgard:phips28-develop-patch-57959 into develop

https://midgard.mayachain.info/v2/actions?fromHeight=5581510

throws an error because of this typo.

❌ Parameters 'PrevPageToken' 'FromTimestamp' 'FromHeight' shouldn't be coming together
