[V133] Unify solvency reporting and refine halt-chain ExInfo flow - #check-lint-warning

Summary:

• Consolidates per-chain solvency reporting into a single ExInfo solvency reporter.
• Tightens halt-chain reporting behavior to improve correctness.

Key Changes:

• Replace per-chain solvency reporters with a common bifrost/exinfo solvency reporter and remove legacy solvency runners.
• Route solvency ExInfo through MsgSolvency validation/handling in Mayanode
• Add versioned ExInfo reason validation and split halt-chain voter types.
• Improve halt-chain reporter:
  • Align THOR halt key usage and comments.
  • Clarify NodePauseChainGlobal boundary logic.
  • Add traceability log for which TC mimir triggered a halt.
• Update dispatcher/runner/observer and chainclients to support unified solvency reporting and gas estimate usage.

Notes:

• Solvency ExInfo consensus is handled via original MsgSolvency
• ExInfo reason validation is now versioned
• #check-lint-warning is set because the functions ExinfoHandler.validateV1 and handleV1 have been changed to unversioned, as versioning is not currently needed.
